The preservation and development of the rich heritage of Uzbek national music, particularly highly developed genres such as maqom, require a stable and efficiently functioning system of specialized education and scientific support. This study is devoted to the analysis of systemic problems in this field, as well as to identifying institutional imbalances that threaten the continuity of traditional knowledge transmission. The findings indicate that the crisis phenomena in the field of national music are not caused by a lack of political will or scientific foundation, but rather by the economic devaluation of specialized pedagogical labor. This, in turn, leads to an acute shortage of qualified personnel in children’s music and art schools. Such a situation negatively affects the effectiveness of long-term institutional efforts aimed at preserving cultural heritage. The study also provides a critical analysis of recent legislative initiatives aimed at reforming music education and proposes strategic approaches to overcoming the identified contradictions.
