Project Risk Management in the Execution of RUPTL Programs

The Electricity Supply Business Plan (RUPTL) is a 10-year strategic document prepared by PT PLN (Persero) together with the Ministry of Energy and Mineral Resources as the main guideline for the development of electricity generation, transmission, and distribution. To answer the needs of the Indonesian people, the 2025-2034 RUPTL was prepared with a very challenging target, namely with a very large volume of activities that involve complex activities, require massive efforts, and involve large funds. The implementation of this RUPTL certainly contains extensive risks that can have a very significant impact on the Company. This paper focuses on identifying risks, analyzing risks, mitigating risks and formulating 10 top risks so that the Company can manage risks well. The approach used is a combination of RBS and FMEA that allows identifying risks comprehensively with RBS, analyzing risks more deeply by including severity, occurrence, and detection which are used as considerations in determining priorities or Risk Priority Number (RPN) and mitigating dangerous risks with RPNs above 12. This analysis also proposes 10 top risks in accordance with the PMBOK approach which is taken from the highest residual risk (residual RPN) to be monitored more closely. Based on the results of the top risk, the company can continue the implementation of the RUPTL with acceptable risk.
