This study aims to develop a scale to determine the moral understanding of school administrators and teachers. After the necessary literature review, a trial form consisting of 42 items was prepared from the item pool created in the light of the opinions of field experts. Data were collected and analyzed by administering the trial form to 119 school administrators and teachers serving in the province of Sivas, Türkiye.14 items with a corrected item total correlation below .30 were removed from the scale form. Then, exploratory factor analysis was performed with the data obtained from the candidate scale form applied to 260 participants. In the exploratory factor analysis stage, the suitability of the data for factor analysis was determined according to the Kaiser Meyer Olkin test result. In cases where the Kaiser Meyer Olkin value was above .60, the Bartlett Spricity test result was examined. Since the Bartlett Spricity test result was also significant, it was said that the data were suitable for factor analysis. When the exploratory factor analysis results were examined, it was seen that a scale structure consisting of 3 factors and explaining 45% of the total variance was formed. Four more items with factor loadings below .30 and overlapping items were removed from the candidate scale. The candidate scale, consisting of a total of 24 items, was applied to a participant group of 394 school administrators and teachers, and confirmatory factor analysis was performed with the collected data. According to the analysis results, it was seen that all necessary fit statistics were met. As a result; a scale with a 3-factor structure consisting of 24 items was obtained.
