This paper proposes that only approximately 4.5% of the universe is "determinate"—the material world we can perceive and understand—while the remaining 95.5% exists in an "unlocked" state, referred to in cosmology as dark matter and dark energy. This ratio is not derived from fitting observational data, but from a deeper structure: the unfolding of Primitive Theory (0, 1, -1) within a ternary majority vote model. Starting from a pure ±1 checkerboard structure, the system spontaneously converges to approximately 4.5% zero states, a ratio that is independent of system size and thus structural and universal. The paper argues that dark matter and dark energy are not "matter" or "energy" but relations that have not yet been locked—the unmanifested, the chaos not yet united. Within this framework, humanity is redefined not as a spectator of the universe, but as a local perceptual node capable of actively participating in the "locking" process—transforming the indeterminate into the determinate through perception, understanding, and action. Going outward is the extension of this locking process to the cosmic scale.
