Digital Governance for Sustainable Development: Can E‐Government Enhance Food Security in Developing Countries?

ABSTRACT Achieving food security in developing countries remains a pressing challenge, directly linked to SDG 2 (Zero Hunger) and indirectly supported by effective governance. Although e‐government is widely acknowledged for enhancing transparency and public service delivery, its potential role in reducing food insecurity in developing countries has received limited empirical attention. To address this gap, the present study examines the effect of e‐government adoption on food security across 61 developing countries from 2003 to 2021. Employing Driscoll and Kraay and IV‐GMM estimation techniques, and validating results with the Oster stability test, the study finds that higher e‐government adoption significantly reduces food insecurity. Robustness checks confirm the reliability of these results, while analysis of transmission channels identifies political stability and regulatory quality as key mediators. Overall, the study provides evidence‐based policy recommendations to inform the design and implementation of e‐government initiatives aimed at enhancing food security in developing countries.
