This paper applies the Coherence Constraint Instrument (X–Y–Z) to detect institutional hypocrisy using publicly documented evidence only. Institutional hypocrisy is operationally defined as persistent inconsistency between declared commitments (X), observable actions (Y), and realized outcomes (Z). No intent inference, moral judgment, or belief framework is used. Procedure Identify one commitment (X), one subsequent action (Y), and one resulting outcome (Z). Record a coherence violation if any of the following occur: the action contradicts the commitment the outcome contradicts the action the outcome contradicts the commitment Hypocrisy is recorded only if violations recur or appear across multiple constraint pairs. Single, isolated events are insufficient. Output Violation detected / not detected Constraint pairs violated Persistence present / absent Optional numeric projection may be included as a derived summary only. Boundary Conditions Missing or ambiguous evidence yields no conclusion. Local violations do not imply global system failure. Status Applied diagnostic execution. Instrument-consistent. Non-conceptual.
