From Contextual Dimension to Integrative Mechanism: Conceptual Reconstruction of Local Wisdom and the Transferability of a Local Wisdom-Based P4gn Policy Implementation Model

While local knowledge is considered a contextual variable alongside other variables, most policy implementation literature views it as a supporting factor rather than a driving factor. This article analyzes the conceptual reconstruction process of local wisdom from its initial position as one of the six dimensions of the implementation of the Prevention and Eradication of Narcotics Abuse and Illegal Narcotics Trafficking (P4GN) policy in Lampung Province to its current position as a component that connects all other dimensions. This change was driven by reflection on empirical patterns that emerged repeatedly during the analysis phase within and across cases across the four research areas. These patterns include the values ​​of deliberation and kinship that drive cooperation between actors in Way Kanan Regency, reciprocal cooperation that drives community participation in North Lampung Regency, traditional figures upholding the legitimacy of liaison actors in Tulang Bawang Regency, and In this paper, the results indicate the possibility of implementing a local wisdom-based policy implementation model and its five requirements. The argument states that the conceptual structure of inter-dimensional interactions, which can be adapted to local institutional, social, and cultural characteristics, can be used elsewhere, even though the implementation configuration is different from that in Lampung Province.
