This study evaluated the effectiveness of the Bawat Bata Makababasa Program (BBMP) in addressing reading learning gaps among elementary learners in Sominot District during the School Year 2025–2026. A mixed-methods research design combining quantitative and qualitative approaches was employed to provide a comprehensive evaluation of the program. Quantitative data were gathered from 34 teachers, 22 school heads, and the Comprehensive Rapid Literacy Assessment (CRLA) scores of 295 pupil-participants from 19 public elementary schools. Qualitative data were obtained through semi-structured interviews with teachers and school heads directly involved in the implementation of the program.Findings revealed that the BBMP was perceived as highly implemented in terms of program objectives, reading strategies, instructional materials, teacher and learner participation, and administrative support. Results further showed notable improvements in learners’ reading fluency and comprehension after participation in the intervention program. However, challenges such as learner absenteeism, limited parental involvement, and inconsistent remedial reading sessions affected program implementation.The study concludes that structured reading interventions, sustained administrative support, and active teacher participation significantly contribute to improving learners’ reading performance and reducing literacy-related learning gaps. The findings provide valuable implications for strengthening school-based literacy intervention programs in public elementary schools.
