Governance of Educational Facilities and Infrastructure for Improving Junior Secondary Education Service Delivery: Evidence from Paser Regency, Indonesia

This study aims to analyze the governance practices of educational facilities and infrastructure in junior secondary schools (SMP) in Paser Regency, Indonesia, and to identify the factors influencing their effectiveness in improving educational service delivery. The study employed a qualitative approach using a single case study design. Data were collected through in-depth interviews, focus group discussions, observations, and document analysis involving government officials, school principals, school committees, and other relevant stakeholders. The findings indicate that governance practices have followed the stages of planning, procurement, distribution, inventory, maintenance, and disposal; however, policy implementation remains suboptimal due to inadequate policy dissemination, invalid infrastructure data, limited budget allocation, and weak stakeholder participation. Conversely, effective communication among government institutions and established governance procedures support implementation. The study implies that improving educational service delivery requires integrated data systems, stronger policy communication, adequate financing, and collaborative governance involving local government, schools, school committees, and the private sector through Corporate Social Responsibility (CSR) initiatives.
