Concept 2035 Refresh 2027: Conceptual Architecture, Development from Working Draft v0.11 to v0.21, and an Implementation Agenda

Concept 2035 began as a medico-pharmaceutical law framework for human security. Its ongoing Refresh 2027 develops that foundation into All-Being Security: a future-oriented architecture connecting human rights, artificial agency, possible artificial personhood, civilizational communication, demographic continuity, peace, institutional legitimacy, and responsible extraterrestrial advancement. This article presents the project's v0.21 snapshot and uses Working Drafts v0.11-v0.21 as a transparent development record. A normative conceptual synthesis examined seven issued drafts together with legal instruments, demographic evidence, artificial-intelligence governance literature, philosophical scholarship, peace research, language history, and space law. Claims were separated as descriptive, interpretive, normative, scenario-based, or speculative. The resulting framework preserves human rights as an immediately enforceable floor while making biological origin neither an automatic qualification nor a permanent disqualification for future moral or legal status. It defines All-Humanity as shared human responsibility without forced uniformity, and All-Being Concord as a higher-order test for decisions that affect multiple communities or possible forms of life. The framework further proposes an auxiliary Common All-Humanity Language, Population Continuity and Demographic Justice, safeguards against corporate enclosure and conflict incentives, pre-contact duties, staged extraterrestrial permissions, and prospective conditional collective title for apparently lifeless worlds. Education, voting, precaution, and law remain necessary but are treated as insufficient when agenda control, concentrated finance, institutional capture, or indefinite procedural delay defeats their purpose. The article concludes that the current Refresh 2027 architecture is a testable research programme rather than settled doctrine and should undergo a further documented update by 2027.
