This study analyzes the rhetoric of the Chinese government as a counter-hegemonic practice against the United States’ technology restriction policies during Donald Trump’s administration from the perspective of Antonio Gramsci’s theory of hegemony. This research employs a qualitative method using a Critical Discourse Analysis (CDA) approach to official Chinese government documents published on April 29, 2025. The research data consist of statements, phrases, and narratives containing criticism of United States dominance, the construction of alternative legitimacy, and the representation of China’s political identity. The findings reveal 13 forms of counter-hegemonic practices manifested through the development of collective consciousness, the delegitimization of United States hegemony, the formation of a historic bloc, war of position strategies, the construction of alternative discourses, and challenges to international structures and norms considered unfair. Chinese rhetoric also emphasizes the strengthening of BRICS and the Global South, support for multilateralism, reform of global governance, sustainable development, and the reduction of the digital divide. From Antonio Gramsci’s perspective, these strategies represent systematic efforts to build alternative consensus, strengthen counter-legitimacy, and encourage the creation of a more multipolar, inclusive, and equitable global order.
