This study aims to analyze the consistency of messages in stakeholder communication on the BUMD/Cooperative/UMKM Oil Well Management program after the enactment of the Minister of Energy and Mineral Resources Regulation Number 14 of 2025 concerning Cooperation in the Management of Work Area Sections to Increase Oil and Gas Production. Based on the considerations in Considering letter c and the definition in Article 1 paragraph 4, this regulation provides a legal umbrella for the management of approximately ± 45,000 wells in six provinces through the BUMD, Cooperative, or UMKM scheme with the obligation to implement good engineering practices, occupational safety and health, and environmental management to increase production while reducing environmental impacts and security and social disturbances. For years, oil drilling practices by the Community have been synonymous with illegal activities, high accident risks, environmental pollution, and state losses due to sales to illegal refineries. With the new regulation that is limited to a maximum period of four years, integrated and consistent communication efforts are needed to transform public perception from a negative stigma to support for legal, safe, sustainable management that improves the welfare of the local community. Using a descriptive qualitative approach through analysis of primary regulatory documents (including the Menimbang (Consideration) and Article 1), a review of SKK Migas implementation reports, field observations, and a literature review of communication strategies, this study maps the communication mix involving public relations, oil and gas literacy, digital media, and strategic partnerships with regional stakeholders. The theoretical framework of Integrated Marketing Communication (IMC) and the 7Cs principles, with a particular emphasis on Continuity and Consistency, serve as the basis for the analysis. The study results indicate that message consistency across actors and channels is a determining factor for success. Inconsistency has the potential to lead to resistance, misinformation, failure of national production targets, and threats to the social license to operate. Holistic implementation of the 7Cs, collaboration with local partners, and monitoring of integrated messages are key to transforming the image into a pillar of a sustainable regional economy, in line with the official narrative "Community Wells Upgrade: Strengthened Governance for National Energy Security."
