This paper presents the urban planning premises required to develop an inclusive educating city. These premises are intended not only to enable the city to be studied as an object of inquiry, but also to support its critical analysis and, more importantly, to inform research and action within non-formal and informal educational settings from the perspective of community education. In this first part, we examine the city through two complementary frameworks: a cultural perspective and a sociological perspective.
