In conditions of global turbulence and geo-political instability strategic development of business gets decisive importance for retaining stability, competitiveness and survival of Russian companies. Sanctions imposed on Russian business affected key sectors of economy, including transportation, industry, banking, logistics and highlytechnological branches. The majority of sanction restrictions have got long-term and structural character, which eliminates the opportunity to return to former conditions of running business in the medium-term prospect. Such circumstances make organizations transit to a new format of strategic thinking oriented to autonomy, adaptation and institutional flexibility. Not only classical prescriptions of strategic management become topical, but mainly applied practices of managing uncertainty, delivery re-orientation, production localization, technological importsubstitution and institutional interaction with state are in the foreground today. There are numerous investigations and publications dealing with different aspects of strategic management, however lately we can observe serious interest on the part of academic community to changes and alterations in the field of strategic development. The goal of the research is to specify the current interpretation of the essence of ‘development strategy’ idea and systematize technologies of elaborating strategic decisions on business development. The author carried out comparative review of available classical approaches to defining development strategy in academic literature. Apart from that the current interpretation of the category is provided; issues of strategic flexibility, strategic thinking, eco-systemic approach are studied; classification of today’s strategies of business development is given; stages of elaborating development strategy are specified; approaches to strategy designing (classical, adaptation, institutional, digital and hybrid models) are systematized; tools of strategic development are defined, such as SWOT-analysis, PESTELanalysis, benchmarking, scenario analysis, finance modeling, road cards, dashboards and KPI, strategic sessions. The article substantiates the adaptation outline of strategy that can take into account all factors, from global trends and political decisions to local failures in logistics and changes in currency rates. Academic conclusions of the research can be useful both to management of Russian companies in elaborating strategy of development on market and representatives of other professional communities interested in attracting tools of strategic analysis.
