Probing the Slow Variable: A Preliminary Position Paper on Observability and the Allocation of Supervisory Duty in Organisations

A supervisory obligation addressed to the stability of a social system presupposes that the condition of that system is available to some party. This paper asks whether it is available, at what cost, and to whom. The standard measurement applies a controlled disturbance and reads the recovery. Three results bear against it. In a bistable system under slow forcing the signal available from a probe grows with the recovery time while the amplitude that leaves the basin intact falls with the margin, and the product remains bounded, so the signal obtainable from a harmless probe fails to increase as the system deteriorates. A probe reaches the linearisation of the flow at the attractor and reaches no further, so the passage from what it recovers to the margin rests on an assumption about the class of the system, and disturbances arriving in the directions a setting happens to produce leave the estimate deficient in the directions along which nothing has yet occurred. And the burden of an applied disturbance falls most heavily on the member nearest the boundary, who is the member the measurement most concerns. Three ethical grounds are stated separately, since a reader who rejects the first result should still find applied probing unavailable. From these the paper derives the standing of passive measurement, which reads disturbances that occur without intervention and carries no marginal burden, and identifies the one form of applied probing that remains, namely the probing of the organisation's own response pathway rather than of its members. A further limit is then developed. A recovery interval is judged and not read off, and the account of the person concerned is exposed to discounting of credibility and to the absence of any term for a return that is incomplete. Both operations shorten the recorded interval, both act most strongly on those whose accounts are least credited, and those are the members nearest the boundary, so the instrument is biased in the direction that conceals the danger. The paper argues that observability is a positional property and that its distribution supplies a ground for allocating supervisory duty distinct from control and from advantage in information, relocates the assessment of foreseeability accordingly, and states the costs and the principal failure mode.
