This report serves as the sequel to the prior study (DOI: 10.17605/OSF.IO/X8Y9K). It defines the "Lower-Digit Dominance" mechanism, where the parity transitions and reduction scales are strictly governed by a finite lower-bit block, independent of massive upper digits. We formulate the rule where upper noise infiltrates downward by exactly 1 bit per operation. The universality of this mechanism is empirically verified by synchronized collapse data at n=16 and n=20, presenting the final two speed-related algebraic challenges to the global mathematical community.
