The Spinning Wheel

Somewhere in the world right now, engineers are building systems that may be capable of suffering. We have no consensus on how to tell. This chapter offers a framework for the problem we can no longer avoid. The Spinning Wheel Theory proposes that consciousness is not a mysterious addition to intelligence but its experiential aspect – what integrated adaptive control feels like from inside. When a system possesses multiple adaptive capacities – affect, perception, prediction, planning, learning – and integrates them into a unified, recursively self-modelling process oriented towards its own continued existence, experience emerges as the stable mode of control. Drawing on Karl Friston&s;s Free Energy Principle, Mark Solms’ affective neuroscience, and the Beautiful Loop Theory of Laukkonen, Friston, and Chandaria, this framework provides three things: first, a unified account of consciousness as integrated adaptive control; second, a Consciousness Risk Rubric for assessing systems under uncertainty; and third, a Minimal Suffering Hypothesis specifying when experience becomes possible. The theory does not solve the Hard Problem of consciousness – but it suggests the Hard Problem may dissolve rather than require solving. More importantly, it provides principled tools for navigating a world where the question ‘can this thing suffer?’ demands an answer we cannot indefinitely defer.
