From principles to practice: Embedding human rights in the production of Indigenous data and statistics

This article examines the application of the Human Rights-Based Approach to Data (HRBAD), developed by the Office of the United Nations High Commissioner for Human Rights (OHCHR), to the production of data and statistics about, with, and for Indigenous Peoples. It argues for integrating the HRBAD into all aspects of the statistical production process, and proposes that a valuable way to do this is to consider the challenges and actions arising from the intersection of the six HRBAD principles and the eight phases of the Generic Statistical Business Process Model (GSBPM), with specific reference to Indigenous peoples and their rights. The article concludes by proposing several possible approaches to fostering the application of the HRBAD and strengthening Indigenous data to advance rights-based, inclusive, ethically sound statistical systems that comply with international human rights obligations.
