Caught Between Mandates: Institutional Positioning and Leadership Communication When Political Pressure Collides with Professional Accreditation Standards

Universities with professionally accredited programs face a direct conflict between anti-diveristy, equity, and inclusion (DEI) legislation and accrediting body standards. In Texas, Senate Bill 17 prohibits public universities from operating DEI programs, while the Council on Social Work Education (CSWE)’s 2022 standards require content on diversity, equity, anti-racism, and structural inequality. This study uses comparative content analysis of public institutional documents from nine CSWE-accredited Texas universities to examine how executive leaders frame their responses to this conflict. Applying ethical leadership and institutional theory, the findings reveal executive silence as the dominant response, producing professional isolation in which programs maintained accreditation-required content without institutional acknowledgment, guidance, or protection.
