This study explores how digital resources are used in urban and rural academic institutions in India after the launch of the ONOS scheme in January 2025. Data from 713 institutions were analyzed using AISHE and the ONOS dashboard records. The findings show that urban institutions use resources slightly more, but this difference diminishes after accounting for institutional factors. Institutional age showed a weak but statistically significant positive association with digital resource utilization, while location alone is not significant. Usage patterns are similar across seasons, though overall use remains uneven. The study suggests focused support for newer institutions to improve balanced access and use.
