The sport policy landscape in the Philippines has been shaped by historical, social, and political influences. This study presents a country profile of sport policy in the Philippines, examining how historical development, governance structures, and institutional dynamics have shaped national sport policy formation and implementation. Drawing on systems thinking and institutional theory, the analysis situates the Philippine sport system within a framework that considers structural arrangements and national context conditions. Sport has developed through successive colonial regimes, state reforms, and administrative decentralisation, shaping how it is organised, funded, and governed. Prior to colonisation, physical activity was integral to community life, later becoming instrumental in state and educational strategies under American administration. Contemporary governance involves governmental, intermediary, and non-governmental bodies, with sport policy set by central authorities and implemented across fragmented institutional layers. Funding primarily originates from public sources, supplemented by private investments focused on elite sport. Despite policy commitments to grassroots development, spending continues to prioritise elite performance, as evidenced by the expansion of high-performance programmes and incentive schemes. Commercial sector engagement reinforces this orientation, with a focus on high-profile sports and athletes. Although policy frameworks acknowledge the need to balance elite and grassroots sport, implementation remains constrained by overlapping mandates and limited coordination. This profile contributes to the understanding of national sport systems by highlighting how context-specific institutional arrangements, belief systems, and stakeholder dynamics influence policy orientation and outcomes. Findings suggest the need for more integrated governance and funding mechanisms to support inclusive and sustainable sport development.
