Our study examined the influence of ethical leadership on a nondiscriminatory organizational culture that prioritizes diversity, inclusiveness, and fairness. We explored both the direct effect of ethical leadership on nondiscriminatory organizational culture and the mediating effect of perceived organizational support on this relationship. Moreover, we analyzed whether employees’ gender, race, and age moderate the above-mentioned mediating effect. Utilizing data from the Merit Principles Survey conducted by the U.S. federal government, our results indicated that ethical leadership is positively associated with a nondiscriminatory organizational culture. Perceived organizational support mediated this relationship, and this mediating effect is more pronounced among minority employees. Thus, our study underscores the importance of ethical leadership and perceived organizational support in creating a nondiscriminatory organizational culture, particularly among minority employees.
