This study develops the Triadic Synergy Framework (TSF) to explain how the interaction between smart technologies and smart governance builds tourism destination resilience. Through a two-round Delphi study with 16 international experts, strong consensus was found that Information and Communication Technologies (ICTs) serve as constitutive resilience infrastructure, while smart governance acts as the essential mediator that translates technological potential into tangible adaptive outcomes. The framework positions resilience not as an isolated input but as an emergent property of this synergistic interaction, thereby addressing a critical theoretical gap in moving beyond dyadic models. The findings provide actionable guidance for destination managers, advocating for integrated investments in digital and governance capabilities to enhance long-term destination resilience in the face of environmental, economic, and social disruptions.
