Normative commitments constrain the scope of cultural tinkering.

We argue that cultural innovations are local not only due to agent myopia and cognitive constraints but also because of normative pressures. Social tinkering produces coordination solutions that feel fair and right, and such solutions create a precedent for future interactions whose moral force consolidates over time.
