Getting on the policy agenda: the case of U.S. landfill mining (LFM) policy.

Waste management scholarship has increasingly incorporated public policy perspectives, yet much of this work remains focused on ex post evaluation of individual policies or programs. In this review article, we conduct a Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA)-guided review of the landfill mining (LFM) public policy literature. The "policy barriers" approach in the LFM policy literature identifies important constraints, but it provides limited insight into how policy change occurs over time. In response, the Multiple Streams Framework (MSF), a policy process framework, is advocated as a means of explaining how LFM policies may gain traction. In addition to the MSF, other policy process frameworks are highlighted as potential for municipal solid waste (MSW) researchers and managers.
