How regional urban land misallocation impedes green technological progress: Cost effects and spatial strategic interaction

In response to intensifying resource and environmental challenges, optimizing the allocation of land resources has become crucial for promoting green technological progress ( GTP ). This paper systematically examines how regional misallocation of urban land ( LRM ) affects GTP , using panel data from 282 prefecture-level cities in China from 2013 to 2021 through the individual fixed effect model, the stepwise regression for mechanism verification model, and the spatial autoregressive model. The findings indicate that LRM exerts significant cost effects and inhibits GTP . Specifically, LRM forms create systematic barriers to GTP across four dimensions: production (inhibiting green transformation and openness quality), distribution (weakening market efficiency and fair regulation), exchange (hindering logistics development and digital penetration), and consumption (constraining scale expansion and structural upgrading). The paper also identifies imitative spatial strategic interaction among regions, which moderately benefiting GTP but ultimately worsens the negative impact of LRM . To address these challenges, solutions include developing adaptive land allocation mechanisms, implementing comprehensive green reproduction optimization, and innovating regional strategic collaborative governance systems were proposed.
