Farmer perceptions and adaptations to nitrogen regulations in Germany: A Q-Methodology analysis

Germany employs stringent nitrogen regulations through designated "red areas" under §13a of the German Fertilizer Ordinance. Limited research has examined farmer perspectives and adaptation strategies under such prescriptive regulatory conditions. This study examined farmers' perceptions and adaptation strategies in response to nitrogen regulations in Germany's red areas, seeking to: (1) identify distinct farmer viewpoints regarding regulatory impacts across ecological, economic, and social dimensions; (2) document adaptations implemented by farmers; and (3) explore farmer perspectives on alternative regulatory approaches. A mixed-methods study combining Q-methodology with qualitative interviews was conducted with 24 conventional farm managers in Lower Saxony, Germany. Q-methodology employed 25 statements across three sustainability dimensions. Analysis revealed two distinct farmer perspectives explaining 59.4 % of variance: Factor 1 (Environmental Effectiveness Skepticism, 31.5 % variance) characterized by skepticism about environmental benefits and administrative concerns; and Factor 2 (Economic Planning and Farm-Specific Flexibility, 27.9 % variance) emphasizing economic planning challenges and need for farm-specific approaches. Both groups showed consensus on administrative burden, regulatory stringency, economic disadvantages, and exclusion from decision-making. Farmers implemented adaptations including technology investments, modified cropping patterns, and altered fertilization strategies. Nearly all participants preferred increased regulatory flexibility, favoring farm-level nitrogen quotas and weather-responsive timing. This research provides empirical evidence that increasingly prescriptive nitrogen policies generate substantial adaptation but also resistance rooted in perceived ineffectiveness. Effective nitrogen management requires collaborative approaches balancing mandatory requirements with farm-specific flexibility, potentially achieving better environmental outcomes than increased stringency alone.
