Industrial park planning from the perspective of productive service industries: based on the mechanism of “form-flow synthesis”

As an important spatial aggregation form for regional economic development, industrial adjustment and upgrading, the planning of industrial park is very important. Based on the relevant theories of industrial evolution, this paper reveals the dilemma of industrial upgrading and industrial park planning research, emphasizes the harmonious unity of physical form and dynamic elements, puts forward the hypothesis of the operation mechanism of form-flow synthesized industrial park planning, and believes that the intervention of productive service industries can complete the “form” and “flow” elements, and promote the realization of form-flow synthesized industrial park planning. This paper selects three typical case areas in Zhejiang Province, China, and uses case study method and qualitative comparative analysis to verify the above hypothesis. The resource allocation methods are divided into three types: “market-oriented”, “market-leading & planning-coordination” and “planning-leading & market-introduction”, corresponding to the evolution process of “form by flow”, “form-flow synthesis” and “flow by form” respectively. This study also summarizes the phased industrial park planning and development model, that is, the primary stage of “flow by form, form-flow synthesis” and the mature stage of “form by flow, form-flow synthesis”. The study also finds that “characteristic town” is an ideal model for the planning and development of industrial parks.
