Mandatory reporting on child abuse and neglect - many approaches, same name: Conceptualizing and understanding the mandatory reporting legislation.

Mandatory Reporting (MR) is a range of regulations that, in its simplest form, mandate the reporting of suspected child abuse and neglect to state authorities and is widely implemented globally. Despite the common usage of the term MR, it masks significant divergences in goals and operational definitions. This paper discusses data from previous studies and official records to understand the various elements used and how responsibilities for protecting children are conceptualized. The paper highlights three main areas of focus for the MR regulations: children's focus (children's rights, child protection, and child intervention); professionals' focus (training and supervision); and the public's focus (crime detection and cultural changes toward safeguarding). Research regarding MR can identify different legal frameworks, give insight into the concept, and identify the reporting practice. This approach guards against 'all or nothing' and seeks to discuss the different aspects under MR regulation, as well as to suggest angles for further research, changes, and reforms.
