This paper proposes a novel near-surface observation system for lunar exploration, addressing the gap between orbital remote sensing and surface missions. The system uses a primary spacecraft in low lunar orbit and a tethered sub-spacecraft 100 m above the lunar surface, enabling high-resolution long-duration observations crucial for lunar research and engineering assessments.
