Leaders need a robust toolkit to guide their decisions in an increasingly complex and high-stakes environment. This chapter presents practical tools and frameworks for strategic decision-making, ranging from foresight techniques like scenario planning to analytical models like cost-benefit analysis (CBA) and technology roadmapping. It illustrates these tools in action with real-world examples and case studies – including insights from a major airport infrastructure failure – to demonstrate how they help anticipate future challenges, evaluate options, and implement solutions. The chapter covers several analytical frameworks that leaders can use to evaluate options, allocate resources, and ensure strategies are grounded in data and rational analysis. Hand-in-hand with CBA is risk assessment, which involves understanding the uncertainties associated with those costs and benefits. Decision tools include probabilistic models (like Monte Carlo simulation to see a range of outcomes) and specialized frameworks for interdependent risks.
