Cyber threats demand leaders who integrate foresight, strategic thinking, and cross-sector collaboration. Estonia serves as an exemplary case: after facing a massive cyberattack in 2007, the country rebuilt its systems with a focus on resilience and digital innovation. Today, Estonia boasts a robust digital infrastructure and leads global discussions on cybersecurity. Institutions that foster or suppress technological progress will define the next century. AI, cybersecurity, and clean energy are not just industries but institutional battlegrounds. The true test of technological leadership is not just inventing new tools. It is about building the institutions that ensure those tools serve everyone.
